The Office of the Presidential Assistant for Northern Luzon (OPANL) is an extension office under the Office of the President of the Republic of the Philippines, tasked with coordination, monitoring, and facilitating the implementation of government programs, projects, and policies across Region I (Ilocos Region), Region II (Cagayan Valley), and the Cordillera Administrative Region (CAR). It serves as a direct linkage between Malacañang and stakeholders in Northern Luzon, ensuring that national priorities are harmonized with regional development need.
Assistant Secretary Ana Carmela Ventura-Remigio serves as the Presidential Assistant for Northern Luzon under the Office of the President. A native of Laoag City, Ilocos Norte, she is dedicated to advancing inclusive development and ensuring that government programs and services are effectively implemented across Northern Luzon.
Beyond her role in public service, she is an entrepreneur, a committed wife, and a mother of two daughters. She actively supports humanitarian and advocacy work as a director of the Philippine Red Cross Ilocos Norte Chapter and a member of the Zonta Club, where she champions education, gender equality, and the prevention of child marriage and gender-based violence.
The Presidential Assistants for Regional Concerns was first introduces during the administration of President Joseph E. Estrada, as a means of strengthening executive presence in the regions. The role was further institutionalized by subsequent administrations to ensure that regional concerns are directly communicated to the Office of the President.
The legal and administrative bases of the Presidential Assistants include:
Executive Order No. 292 (Administrative Code of 1987) sec. 29- Sets out the structure, functions, and administrative rules of the executive branch and recognizes the President’s authority over executive offices and the organization of staff support. It provides the administrative framework under which the Office of the President and its internal offices operate.
Executive Order No. 7, s. 1998 "Providing for the Creation of a Presidential Assistant for Regional Concerns System and Defining the Functions, Powers and Responsibilities of the Presidential Assistants".
The Primary Functions are to:
1. Provide executive linkage between the Office of the President and stakeholders in Northern Luzon;
2. Monitor and oversee the implementations of flagship programs and presidential directives in the region;
3. Facilitate coordination among LGUs, NGAs, civil society organizations, and private sector partners;
4. Recommend policy actions and interventions to the President on matters affecting Northern Luzon; and
5. Advance administration's vision of Bagong Pilipinas, ensuring inclusive, sustainable, and responsive governance.
To be the trusted and effective bridge of the President in Northern Luzon, ensuring that governance and development efforts are inclusive, responsive, and aligned with national priorities.
